The catch-all class: lithium batteries, dry ice, magnetised material, environmentally hazardous substances, vehicles and machinery containing dangerous goods.
The mistake this category generates
Class 9 entries mostly have no packing group, and several are mode-specific. Magnetised material is regulated by air only; environmentally hazardous substances are regulated by sea and air but not by US highway in non-bulk packagings.

UN1845 Carbon dioxide, solid or Dry ice
- Excepted from most 49 CFR requirements by highway and rail under 173.217 when used as a refrigerant for a non-hazardous material; the air rules under IATA packing instruction 954 still apply and require the net quantity in kilograms on the package.
- The packaging must vent carbon dioxide gas — a sealed package is a rupture hazard.
UN3077 Environmentally hazardous substance, solid, n.o.s.
- Regulated by air and sea as a marine pollutant. Not regulated by highway in the US in non-bulk packagings under 49 CFR 171.4(c).
UN3082 Environmentally hazardous substance, liquid, n.o.s.
- Hydraulic and lubricating oils that meet the aquatic-toxicity criteria fall here for ocean carriage even though they are not flammable.
- Not regulated by highway in the US in non-bulk packagings under 49 CFR 171.4(c).
UN3166 Vehicle, flammable liquid powered or Engine, internal combustion
- Machinery containing a fuel system that has held fuel ships under this entry. Draining and purging to the standard in special provision 135 can remove it from the regulations.
UN3171 Battery-powered vehicle or Battery-powered equipment
- This entry covers vehicles powered by wet, sodium or lithium batteries. A lithium-powered vehicle is more usually consigned as UN3481 or under the vehicle entry depending on mode and carrier — check the carrier's own position, several refuse e-scooters and hoverboards outright.
UN2807 Magnetized material
- An air-only classification. A package is magnetized material if it produces a field of more than 0.418 A/m (0.00525 gauss) at 4.6 m from any point on its surface, or deflects an aircraft compass by more than 2 degrees at 2.1 m.
- Not regulated by road, rail or sea — this is the classic case of a product that is a dangerous good for one mode only.
UN3316 Chemical kit or First aid kit
- The kit takes the packing group of the most stringent component. Kits containing only excepted or limited quantities may be excepted under special provision 251.
UN3363 Dangerous goods in machinery or Dangerous goods in apparatus
- Only usable within the small quantity thresholds in special provision 136.
UN2211 Polymeric beads, expandable
- Evolves flammable vapour, which is why it is regulated at all.
UN3480 Lithium ion batteries
- Standalone lithium ion cells and batteries shipped on their own. IATA packing instruction PI965 applies. Forbidden as cargo on passenger aircraft since 2016.
- Cargo aircraft shipments must be at a state of charge not exceeding 30% of rated capacity.
- Every cell and battery must have passed the UN Manual of Tests and Criteria Part III, sub-section 38.3 tests, and a test summary must be available.
UN3481 Lithium ion batteries packed with equipment or Lithium ion batteries contained in equipment
- IATA packing instruction PI966 covers batteries packed with equipment; PI967 covers batteries contained in equipment. Which one applies changes the marks, the documentation and the acceptance, so the two must not be conflated.
- Most consumer electronics ship under PI967 Section II and need only the lithium battery mark.
UN3090 Lithium metal batteries
- Non-rechargeable lithium metal cells and batteries shipped alone. IATA packing instruction PI968 applies. Forbidden on passenger aircraft.
- Sized by lithium content in grams, not watt-hours — this is the most common lithium classification error.
UN3091 Lithium metal batteries packed with equipment or Lithium metal batteries contained in equipment
- PI969 covers batteries packed with equipment; PI970 covers batteries contained in equipment.
UN3536 Lithium batteries installed in cargo transport unit
- Ocean and land only; forbidden by air.
UN3496 Batteries, nickel-metal hydride
- Subject to the IMDG Code only, and only when transported by vessel in bulk or in a consignment of more than 100 kg gross. Not regulated for air or road transport.
UN3268 Safety devices, electrically initiated
- Airbag modules and seat-belt pretensioners classified to this entry rather than to Class 1 when they meet the criteria in special provision 160.
ID8000 Consumer commodity
- An air-only relief. A material otherwise in Class 3, Division 2.1/2.2 (aerosols), 6.1, 8 or Class 9 may travel as ID8000 when it is packaged for retail sale, is for personal care or household use, and meets the net quantity limits in IATA packing instruction Y963.
- Not available for ocean or highway carriage — use limited quantity provisions there instead.
